		<description>Actually it is not in the long term interests of the PAP to use the civil service to subvert the opposition. If they build up a system that is totally aligned to the ruling party, one day when they are out of power they will suffer for it too.</description>

		<description>Since when is any civil and governmental institution not political, ie specifically PAP&#039;s? And that is the reason PAP fears losing political control - that they will stage a coup against the citizens&#039; wishes with the citizens&#039; army - for they have established total control for themselves for the moment, and fear what such total control may do to them when they are not in power.</description>
