Actually it is not in the long term interests of the PAP to use the civil service to subvert the opposition. If they build up a system that is totally aligned to the ruling party, one day when they are out of power they will suffer for it too.

Since when is any civil and governmental institution not political, ie specifically PAP’s? And that is the reason PAP fears losing political control – that they will stage a coup against the citizens’ wishes with the citizens’ army – for they have established total control for themselves for the moment, and fear what such total control may do to them when they are not in power.
